초록

본 논문의 목적은 지난 제18대 대통령선거에서 집권정부의 국정운영에 대한 부정적인 회고적평가가 투표선택에 중요한 영향을 미치지 못한 이유를 분석하는 것이다. 이명박 정부의 국정운영실적에 대한 평가가 매우 부정적이었음에도 불구하고 제18대 대통령선거에서 여당의 박근혜후보가 승리를 거둔 결과는 집권정부에 대한 회고적 평가가 유권자의 후보선택에 미친 영향력이 제한적이었다는 점을 나타낸다. 이 논문은 두 가지 핵심 가설을 제시하고 이를 동아시아연구원, 중앙일보, SBS, 한국일보가 공동으로 수행한‘2012 총선대선 패널조사(KEPS)’자료의 경험적 분석을 통해 검증한다. 첫 번째 가설은 야당 문재인 후보와 비교하여 박근혜 후보의국정운영 능력을 상대적으로 높게 평가하고 이에 기초하여 후보를 선택한 소위 전망적 투표를한 유권자가 많았기 때문에 박근혜 후보가 당선되었다는 것이다. 두 번째 가설은 야당 문재인후보가 노무현 정부에서 핵심적 역할을 했기 때문에 여당이 제기한‘노무현 정부 재심판론,’즉노무현 정부에 대한 부정적인 회고적 평가가 박근혜 후보의 당선에 영향을 미쳤다는 것이다.
경험적 분석의 결과, 주요한 사회적 변인들을 모두 통제한 상태에서도 박근혜 후보에 대한 전망적 평가와 그녀에 대한 개인적 선호도가 투표 결정에 큰 영향을 끼친 것으로 나타났다. 또한노무현 정부에 대한 회고적 평가가 박근혜 후보로의 투표결정에 상당한 영향을 끼친 것으로 확인되었다. 즉‘노무현 정부 재심판’의 주장이 상당수 유권자에게 수용된 것으로 보인다. 반면 이명박 대통령에 대한 비판적 태도와 낮은 지지도는 박근혜 후보 선택에 큰 장애가 되지 못한것으로 나타났다. 이러한 분석결과는 현직 대통령이나 정부가 아닌, 이전의 대통령이나 정부도유권자들의 재(再)회고와 평가의 대상이 될 수도 있다는 점에서 의미 있는 시사점을 제시한다

영어초록

This paper aims to analyze reasons why negative ‘retrospective’ evaluation on the ruling government did not have a significant impact on electoral outcome of the 18th Presidential election. The victory of the ruling party candidate Park Geun-hye, despite low approval rating of ruling Lee Myung-bak government, indicates that retrospective evaluation on the performance of ruling government has a unexplicit impact on voting choice of electorate. In explaining the electoral outcome, this paper suggests and tests the two hypotheses by empirical analysis of the 2012 KEPS data. The first hypothesis is that ‘prospective voting’ based on positive evaluation of the governing capability of Park Geun-hye vis-a-vis opposition candidate Moon Jae-in contributed to the victory of Park Geun-hye.
The second hypothesis is that negative retrospective evaluation of Roh Moo-hyun government affected the election of Park Geun-hye, since opposition candidate Moon Jae-in was considered as a key member of the Roh government.
The main empirical findings of this paper are as follows. First, the electorate’s positive evaluation on Park Geun-hye’s leadership and governing capability affected significantly their voting choice of Park Geun-hye vis-a-vis opposition candidate Moon Jae-in. In addition, negative retrospective evaluation of Roh Moo-hyun government also contributed to the victory of Park Geun-hye.
