본 연구는 외환위기 이후 급속도로 증가한 근로빈곤층의 특징을 분석하고, 근로빈곤에 영향을 미치는 요인을 파악하는 데 그 목적이 있다.본 연구의 결과는 다음과 같다. 첫째, 미취업상태의 근로빈곤에 처할 위험에 영향을 미치는 요인으로 연령, 성별, 교육수준이 강한 설명력을 가지는 것으로 나타났으며, 취업상태의 근로빈곤의 경우는 연령, 교육수준, 가구형태의 모자가구가 강한 설명력을 가지는 것으로 나타났다. 둘째, 노인〮아동〮장애인 등 부양해야할 가구원이 있을 경우에 미취업보다는 취업상태의 근로빈곤에 처할 가능성이 더 높게 나타났다. 이는 부양의 의무를 지고 있으면서도 소득을 벌어들이기 위해 노동시장에 참여할 확률이 더 높다는 것을 의미하고 있다.
영어 초록
The main purpose of this study is to analyze features of the poorworking-class rapidly increased since the foreign exchange crisis and clarify
the main factors to cause working-class poverty. In this study, working-class
poverty is defined as 'employed working-class poverty' and 'unemployed
working-class poverty.' Chi-square (χ²) was used to analyze the features of
typical workin-class poverty and multinomial logit analysis to figure out the
main cause of such poverty.
Findings are summarized as two points. First, age, gender, and educational
level were found to affect unemployed working-class poverty; age,
educational level, and single-mother family had a strong effect on employed
working-class poverty. This finding shows that the strongest factor to affect
unemployed working-class poverty was gender and the one to affect
employed working-class poverty was single-mother family. This finding also
indicates that females have difficulty being competitive in the labor market,
and even though they were hired, they are more likely to be in poverty
after their spouse died and they got divorced. Hence, it is proposed that
government needs to implement a policy to reduce regulations toward
unemployed working-class females and to provide them with a diversity of
jobs that accommodate their needs and demands.
Second finding was that working-class who should support seniors, children,
or disabled had a higher risk to be in poverty. While unemployed
working-class poverty was associated with involvement in the labor market,
employed working-class poverty is connected with the quality of jobs.
Therefore, government needs to offer social well fares to support children
and senior cares, and if such well fares are not available, it is necessary for
government to produce the jobs with a certain level of incomes.
