한국어 초록

건국절이란 한 국가가 언제 어떻게 시작되었는가는 상징적으로 표현해주는 기념일로서 한 개인의 생일과 마찬가지로 국가 공동체에게는 없어서는 안 될 매우 중요한 것이다. 국가정체성의 근간은 건국이념이며 이를 기념하는 것이 건국일이다. 그러므로 국가 정체성 확립에 있어 건국기념절은 매우 중요하다. 또한 국가의 정체성이 긍정적인 방향으로 형성될 경우에 국민들은 내가 속해 있는 나라에 대하여 자랑스러운 긍지와 자긍심을 갖게 되며, 자연스러운 국민통합으로 이어진다. 이것은 한 국가나 사회의 발전에 매우 중요한 의미를 지닌다. 그럼에도 불구하고 대한민국 건국절 제정의 문제는 이해관계 집단이 매우 복잡하게 얽혀 있어 아직까지도 해결의 실마리가 보이지 않고 있다. 대한민국 건국절 제정을 정책과정의 상징작용이라는 측면으로 분석해보면 현재 우리에게 매우 유용한 방법론을 찾을 수 있다. 우리나라 건국절 제정은 문제정의, 문제해결, 정책평가 과정에 있어 합리적 분석보다는 비분석적 요소들이 문제정의에 영향을 미친다고 볼 수 있다. 이것은 정책문제를 주도하는 집단과 참여자의 성격과 영향력이 매우 크다는 것을 의미한다. 그러므로 대한민국 건국절 제정의 문제는 건국절이 지니는 상징성, 비가시성, 파급성 및 공공정책 이해관계의 다양성과 같은 비분석적 요소가 존재한다는 점에서 상징주의적 분석이 매우 중요한 역할을 할 개연성이 높다. 현재 우리는 대한민국(Republic of Korea)이라고 찍혀있는 여권을 지니고 언어연수다, 관광이다 사업이다 하면서 이제 세계 곳곳을 누비고 있다. 그러나 어느 누구도 제대로 대한민국 건국의 역사를 가르치려고도, 배우려고도 하지 않았기에 건국과정에 대해 제대로 아는 사람은 극히 드물다. 그런 과정 속에 조국에 대한 애정과 신뢰가 옅어지면서 국가허무주의가 우후죽순처럼 솟아나고 건국 초기 우리가 목숨 걸고 지켜나가려 했던 자유민주주의 제도가 흔들리고 있다. 이러한 현실에 앞에 우리가 해방 후 지금까지 과연 무엇을 어떻게 이루었는지에 대한 명확한 정립이 절실히 필요한 시점이 아닐 수 없다. 따라서 1948년 8월 15일 대한민국 건국을 기념하는 건국절은 반드시 제정되어야 한다.

영어 초록

National Day is a great holiday, which explains when and how the country started, and how it is important to each person's birthday, as well as the need for a national day of community. He is ideological basis of national identity, for which there is every nation and every state. If the identity is formed positively about their Fatherland, all citizens are proud of their country, and it is easily formed patriotism among the people, and leads to national unity. This is very important for the development of the country and society. However, Republic of Korea couldn't solve problem making the National Day as a great national holiday, from the fact that not get a general opinion on this issue between different groups on the ideology of capitalism and socialism.
When we examine the problem of enactment of the National Day of Republic of Korea, we get some useful methodology for addressing this issue. It is precisely because the problem of enactment of the National Day of Republic of Korea is is irrational political process. This situation means that if famous and respected policy supports proposal on enactment of the National Day of Republic of Korea, or a single voice raised about the justification for this policy, it is possible to solve this problem easily. The analysis on symbolism will undoubtedly help better understanding of policy about enactment of the National Day of Republic of Korea.
Now, all the Korean has passport which prints the name of the Republic of Korea, and We are all proving, who we are, and our identity with this passport. Nevertheless, the last ten years in Republic of Korea was adopted, which is not to investigate and not to teach children about the history of Homeland formation, due to the fact that there is still a conflict of ideology seriously, which disappeared long ago in world history after Perestroika. As a result, the instability of society increased, confidence in government decreased and spread of the phenomenon of
weakening patriotism and national unity. Thus, on Aug. 15, 1948 founding of the Republic of Korea must be the anniversary should be instituted as national holidays.
