The term ‘Miracle on the Han River’ illustrates the rapid economic growth of Korean society. The "Miracle on the Han River" was the most important part of the Korean people’s efforts. However, there is no denying that international aid also played an important role in creating the economy of the post-war Korean society. Since liberation, Korea has been a leading aid recipient of $12.7 billion worth of official development assistance from the international community until the late 1990s (International Development Cooperation Committee, 2017).

Korea's ODA is centered around KOICA. In 1991, with the establishment of the KOICA(Korea International Cooperation Agency), which is in charge of aid and technology cooperation projects. Entered into the OECD in 1996, Korea’s ODA started in earnest. and Korea government's jointed into the OECD DAC(Development Assistance Committee). in 2009, KOICA laid the foundation for our advancement into an advanced aid organization.

Since then, Korea has successfully transformed itself from a source country to a donor country, graduating from the International Bank for Reconstruction and Development (IBRD) in 1995 and joining the Development Assistance Committee (DAC) under the Organization for Economic Cooperation and Development (OECD) as the 24th member in 2010.
